Warrant for Special Town Meeting - April 5, 2010

The Warrant contains a single Article, which regards funding the Carlisle School Building project:

“Article 1 – Borrowing Authorization - CPS Renovation/Addition: To see if the Town will vote to appropriate, borrow or transfer from available funds, a sum of money to be expended under the direction of the School Building Committee and the Board of Selectmen for the additions and renovations to the K-8 Campus School located on the existing school campus on School Street in Carlisle, MA, which renovated school facility shall have an anticipated useful life as an educational facility for the instruction of school children of at least 50 years, and for which the Town may be eligible for a school construction grant from the Massachusetts School Building Authority’s (“MSBA”). The MSBA’s grant program is a non-entitlement, discretionary program based on need, as determined by the MSBA, and any project costs the Town incurs in excess of any grant approved by and received from the MSBA shall be the sole responsibility of the Town. Any grant that the Town of Carlisle may receive from the MSBA for the Project shall not exceed the lesser of (1) forty percent (40.00 %) of eligible, approved project costs, as determined by the MSBA, or (2) the total maximum grant amount determined by the MSBA; provided, however, that no appropriation, borrowing or transfer authorized pursuant to this article shall take effect until the Town votes to exempt from the limitation on total taxes imposed by Chapter 59, Section 21C(k) of the General Laws (Proposition 2 1/2) the amounts required to pay the principal and interest on the bonds and notes so authorized, or to take any other action in relation thereto.
