Board of Health

Three-year term

I am seeking re-election to the Carlisle Board of Health. As a Registered Professional Engineer, my work experience is specifically related to the protection of groundwater resources through septic system design. However, the Board of Health is responsible for a whole host of health and emergency preparedness issues.

Massachusetts is one of the few states which grants exclusive control of many health issues to a local elected board. It is an enormous responsibility. As a newly elected member in 2006, it was heartening to witness the competence and concern for all aspects of local health.

The local Board of Health approves and issues permits for septic systems, well water installations, and other licensing, holds annual Health Fairs in association with Emerson Hospital, coordinates a Hazardous Waste Collection Day in May, participates in programs to educate and assist residents in Eastern equine encephalitis, Lyme disease, and other health issues, and hosts Rabies and Flu Clinics and a New Baby Event.

This year the Board commenced a Community Septic Management Program, a state-assisted program providing 2%, ten-year loans to homeowners needing to upgrade a failed septic system provided through a state revolving fund program including a $20,000 grant from the state to initiate the program.

Other Board of Health activities include:

• Local emergency preparedness

• Neighborhood Networks

• Barn licensing and animal control

• Food establishment licensing and inspections

New in 2007 is Carlisle’s own Medical Reserve Corp, a group of local volunteers trained with federal and state funding to provide health and emergency-related and administrative services in preparation for local emergencies including natural disasters. We are always looking to add volunteers with and without health experience.

I took this opportunity to outline most of the varied activities and responsibilities of your Board of Health because it is actively engaged in your protection every day, 24/7. This past year, I was fortunate to be chair as we have embarked on many of these initiatives and hope that you will re-elect me to continue to pursue these many goals and objectives. I am proud to serve with such distinguished board members and staff. As a community we are surely blessed.
