Articles 4 and 5 pass easily
Unlike the first three Articles at the Special Town Meeting on October 30, the 325 voters in the Carlisle School's Corey Auditorium passed both Articles 4 and 5 without debate.
Article 4 revised the town's zoning bylaw Section 5.9 to clarify that site plan reviews for proposed personal wireless communications facilities will be handled by the Planning Board as part of the application to that board for a special permit. Article 5 modified bylaw Section 7.6 to make clear that the site plan review is not the responsibility of the Selectmen.
Kent Gonzales of the Planning Board gave the presentation, explaining that the language being added to the bylaws was unintentionally omitted the last time the bylaws were revised.
Board of Selectman Chair Doug Stevenson said the Selectmen unanimously supported the change, and "It does not affect the core provisions of the bylaw."
Both articles required a two-thirds majority, and passed easily by a show of hands.
