Shorts from the Planning Board, July 24

· Town Center Park improvements. (See article above.) Several abutters and town center residents were in the audience when the Board heard preliminary plans to upgrade the town-owned park near the Town Center on Lowell Street. Sabrina Perry, representing the Friends of the Carlisle Center Park, displayed several designs detailing proposed changes: removing a "diseased" ash tree, making some adjustment in the location and surface of the parking area, replacing the fence, and installing three granite benches. The project's landscape architect, Lowell Robinson, answered questions about the design and emphasized the fact that although the location of parking will be modified slightly, the intent is to keep the same area of available parking.

Comments from the audience included: "When we heard about the project about two years ago, it was of more limited scope." "This shouldn't look like an extension of Ferns." "The 'powers that be' should decide what they want in the Center, not just address issues as they come up."

Selectman Tim Hult, attending the meeting, responded to a question about the proposed site plan review process. He said, "The abutters will be notified of public hearings through the mail. Others should watch for notices in the Mosquito." Planning Board chair David Freedman added that removal of a tree along the roadway will involve a Scenic Roadway hearing with the Planning Board and the town tree warden.

· Subcommitee assignments. Phyllis Zinicola with Greg Peterson as alternate were designated as the board representatives to the reconstituted Benfield Task Force. Representatives to the Selectmen's Special Committee for Long Term Financial Planning will be Brian Larson with David Freedman as alternate.

· September schedule. Tentatively September board meetings will be on Wednesdays, September 13 and 27.

· Closed session. The board went into private, executive session to discuss strategy for pending litigation with the board as defendant and Valchuis, et al., as plaintiff regarding property on Berry Corner Lane (Map 7, Parcel 29).
