Town Meeting Warrant Articles 6, 7, and 8
Article 6 is a vote to pass the FY07 levy-limit budget. By state law, the levy limit is set by increasing the tax base by 2 -1/2% and adding in taxes anticipated from new real estate growth, state aid, and other sources of revenue. Additional revenue can be raised by passing an override (see Article 9).
Article 7 is a companion to Article 6, providing an additional $14,948 for debt service not covered in Article 6. The money would be obtained through a transfer from the Stabilization Fund (the town's savings account). The total of the two Articles increases the FY07 town budget by $596,567 or 3% over FY06.
Article 8 raises $50,000 in taxes to fund a "Housing Coordinator/Assistant to Town Manager" to be responsible for coordinating the Carlisle Affordable Housing Plan and to perform other duties at Town Hall. The Housing Plan must be implemented in order for the town to maintain a moratorium on 40B developments. Under state law 40B, developers can circumvent local zoning in towns with an inadequate supply of affordable housing. To keep the moratorium, Carlisle must add twelve units of affordable housing per year. The Finance Committee has recommended a contract employee be hired to fill the position.
