Town's Warrant is closed — sort of
At their March 14 meeting, the Selectmen voted to close the Warrant. New Articles will not be accepted. However, at least two Selectmen's meetings are scheduled to resolve financial issues imbedded in the Articles. A Saturday, March 18, meeting is scheduled for 9 a.m. to review budget items, exclusive of the regional high school budget, and to prioritize those items. Given material presented by the Finance Committee (FinCom), an override request will be required. Decisions have to be made on what items should be identified in the override. During the discussion, questions were raised on the proper way to present the override: should new items be identified in the override, e.g., extended Saturday hours for the library? Is reinstatement of two positions for the DPW personnel an "increase in services?"
The larger question is that of the budget for Concord-Carlisle High School. Until decisions are made on Thursday, March 16, by the Concord Finance Committee, it is impossible to formalize this item. Carlisle Selectmen's meetings are posted for March 21 and 22 to address the CCHS budget.
