40S education aid clears House and Senate
Last week both the Massachusetts House and Senate unanimously passed Chapter 40S. The bill now goes before Governor Romney for his signature.
Chapter 40S is an amendment to Chapter 40R "smart growth" zoning that will enable towns to receive state aid to offset education costs for students who move into housing within 40R overlay zoning districts. Towns may define 40R districts in order to concentrate high-density housing in town centers, near transit stations, or other preferred locations. (see "State Chapters 40R and 40S offer new zoning options for housing," in the November 4 issue.)
