Warrant articles from Special Town Meeting
Article 1: Affordable housing
To hear a report from the Carlisle Housing Authority.
Article 2: Acquisition of former Saint Irene Church
To see if the town will vote to appropriate $290,000 for acquiring by gift, purchase, eminent domain or otherwise, for general municipal purposes, the former Saint Irene Church on Bedford Road, such property more fully described as follows: Town Assessors Map 22, Parcel 15, Lot 0to determine whether this appropriation shall be raised by borrowing or otherwise; to determine whether such appropriation shall be contingent upon passage of a Proposition 2-1/2 debt exclusion vote in accordance with G.L. c.59, Section 21C.
The motion to approve this article failed to carry the necessary two-thirds majority, 210 in favor, 168 opposed.
Article 3: Amendments to the cell tower bylaw
To see if the Town will vote to amend the Zoning Bylaws of the Town to delete the current Wireless Communications Bylaw, Section 5.9, and replace it with a new Wireless Communications Bylaw, a copy of which is on file in the Office of the Town Clerk, or take any other action relating thereto.
A motion to amend this article to allow facilities in buildings carried. The amended motion carried, 340 in favor, 7 opposed.
Article 4: Plan A to cover the budget shortfall
To see if the Town will vote to transfer from available funds the sum of $189,043, and to reduce the appropriation to the Minuteman Regional Vocational Technical High School by the sum of $42,426 as voted in Article 4 of the Annual Town Meeting, and further, for the purposes of appropriating:
a. $15,000 to fund the Police contract for FY 2000, under Article 4 of the 1999 Annual Town Meeting;
b. $38,000 to supplement the Unemployment Insurance Account, Article 4 of the 1999 Annual Town Meeting;
c. $30,000 to fund short term interest and fees associated with the issuance of tax anticipation notes (TAN), Article 4 of the 1999 of the Annual Town Meeting-,
d. $1,330 to fund the costs of the Veteran Agent position for FY 2000; and
e.$148,378 to fund articles previously appropriated at the May 1999 Annual Town Meeting.
The motion to approve this article carried unanimously.
Article 5: Plan B to cover the budget shortfall
To see if the Town will vote to appropriate the following sums:
a. $15,000 to fund the Police contract for FY 2000;
b. $38,000 to supplement the Unemployment Insurance Account;
c. $30,000 to fund short term interest and fees associated with the issuance of tax anticipation notes (TAN);
d. $1,330 to fund the costs of the Veteran Agent position for FY 2000;
and to reduce the FY 2000 budget of the Town approved at the May 1999 Annual Town Meeting by the sum of $189,043 in order to balance the FY 2000 budget, or take any other action relating thereto. (This article will only be acted upon by town meeting in the event that Article 4 fails or that Free Cash is not certified at the time of Special Town Meeting).
This article was not moved because Article 4 passed.
Article 6: Petition to place a conservation restriction on Conant Land
To see if the town will authorize and require the selectmen to transfer control of the Conant Land to the Carlisle Conservation Commission to be used solely for conservation purposes and passive recreation, exclusive of the potential development of a municipal water supply and or the contiguous expansion of the town offices and/or fire station. (Petition)
The motion to approve this article failed, 85 in favor 214 opposed.
The November 9 special town election has been canceled since Article 2 did not carry the necessary two-thirds majority.
