Town Meeting to convene Tuesday
The Warrant for the Special Town Meeting may be only six articles long, but voters can expect those few issues to spark a lively debate. The Special Town Meeting will begin on Tuesday, November 2 at 7 p.m. in the Corey Auditorium.
Under Article 1, the Carlisle Housing Authority will present an update on their plans for affordable housing on the Conant Land since they received their mission at the last Town Meeting. While the authority will not request a vote, their efforts could come to an end if Article 6 should pass. This is a request by petitioners to transfer control of the Conant Land to the conservation commission for conservation purposes.
Also expected to draw some discussion is Article 2, the proposed purchase of the former Saint Irene Church property at 72 Bedford Road. This purchase will require a two-thirds majority vote at Town Meeting, and a majority vote at the November 9 special election to exempt the purchase from the provisions of Proposition 2-1/2. Also under a mandate from the last Town Meeting, the wireless communication advisory committee will present a new and expanded cell tower bylaw under Article 3.
In order to cover the FY00 budget shortfall, Article 4 requests approval of a free cash transfer. Article 5 contains a contingency plan and will be moved only if Article 4 does not pass.
